According to Rural Development and Land Reform Minister Gugile Nkwinti, 'institutionalised access' to land and 'strategic support' in working it are pivotal to poverty alleviation - not land ownership. Delivering the fifth Inkosi Matomela Memorial Lecture in Greytown, KZN, Nkwinti said that, among other things, this approach to sustainable rural development requires collaboration between the state and the private sector in creating and maintaining the appropriate economic institutions.
